ISO在其网站上是这样说的：A management system is the way in which an organization manages the interrelated parts of its business in order to achieve its objectives. These objectives can relate to a number of different topics, including product or service quality, operational efficiency, environmental performance, health and safety in the workplace and many more.

也就是说，管理体系是组织管理各项业务的方法，也即运行方案，由一系列的活动和一系列的元素组成活动也叫过程，是运行的动作，是动词；元素或者叫要素就是指方针、目标、组织结构和程序、作业指导或者作业说明以及执行记录，是看得见摸得着的文件，当然也可以不成文，但也是存在的，这些东西是名词。

动作即过程的做法或执行，按照名词即程序来进行管理体系=活动+文件程序（procedure）是个啥呢？ISO 45001/22300说是: specified way to carry out an activity or a process，也就是过程（活动）的执行方法。

体系system就是组织做事的方法
